Ukvi visas international student

Hi guys, I applied for a student visa back in September which got rejected. It was mentioned that if my visa will be rejected I will be refunded the amount I paid for health insurance. Since my course was going to be 5 years long the health insurance was around 3,000USD. I contacted ukvi they said they have already refunded. I contacted my bank account and they were like non refund has been received. I have contacted ukvi agn explaining everything and they said I will receive a response in 15 working days. It’s been a month nd still no response. Every time I contact them I have to pay extra charges just to even send an email.
Idk what to do at this point as my parents keep on asking why they haven’t refunded and it wasn’t a small amount.

Is it common for them to not refund or not take it seriously? Or do you think they have refunded from their side and there been some other issue in receiving money eg; with the bank?

I can't answer the first bit, but if they have processed a refund they would usually email you to confirm along with the relevant timescales. To me that suggests there may be something amiss and if they are not responding long past their own timescales then I would raise a complaint.
