UAL ucas pending

I looked up in my UAL portal and at decision it's said that it is pending but in the documents down below it's said that I have to submit more documents such as English certificate. So basically what is this mean??. Thanks

Are you a mature student? It’s usually pending as you need to show proof of your qualifications before they can give you an offer

I’m an international student so I Ucas system is quite confusing to me. They ask me to submit a qualifications and English certificate so I’m not really sure that it is a conditional offer or not.
