No that is normal my friend, that is something most girls won't do. They will give you a sign or two that they like you and then they expect you to ask them on a date, or get talking, or ask them if they want to hang out, or just for a coffee or to see a movie or whatever. It is partly because girls are often naturally unconfident and shy, but also it is because they expect you to step up and show them you think they are worth it and for to show some courage. Often you will ask them on a date and they will say no first. They do this to see your reaction. If you just laugh it off and say no problem like it's a breeze and nothing at all they will come back to you at a later stage expecting you to ask them out again, they will then say yes. They do that to test you and see if you are easy going and cool and can handle them. This is valuable advice I have learned from dating to be honest, nobody told me this.

this is really normal ,when your crush is in front of you ,girls have a wild reaction obvs they cant show it in their face .Might be fear of rejection ,embarrassment or just the fact that she's really nervous and shy because of her feelings for you.some girls dont do it because they do not want to look like their clingy or that they care too much.I'm pretty sure shes just really nervous she's probably fighting w herself inside as she would think of all options
