It would entirely depend on what all the other offer-holders got - and nobody knows that.

On results day, each university is obliged to confirm the place of every "firm" offer-holder who has met their offer conditions. The are also obliged to confirm the place of every "insurance" offer-holder who has met their offer conditions, if that candidate's "firm" choice has opted not to do so.

Once the above has taken place, each uni will see how many places they have left to fill on that particular course. If they have none, then "near miss" candidates (such as yourself in this scenario) will be disappointed. However, if they have some spaces still available, they will likely look to fill those spaces with "near miss" candidates. Of course, there might be more such candidates than they have available spaces, in which case they'll likely review all those applications again to decide which they'd prefer to accept.

All of the above means it's impossible to predict what might happen in the scenario you outline.

However, as neither university is normally massively over-subscribed for those courses, I suspect that many "near miss" candidates will be successful in securing a place

Reply above has put it beautifully.

While it's impossible to tell for sure, I know many students who missed their requirements by a grade or two and made it in. My own case is a bit different, and I hit the grades they asked for, but they had to take into account my very unconventional background. That's just to say that the uni you choose will also consider the context under which you achieved your grades.

In any case, I recommend choosing the uni that you're most comfortable with, and that you can imagine yourself in. This will help you in the long run during your course, where things like enjoying the location and amenities can play a part in your academic success.
