In need of help/advice

Me and my brother are considered British citizens, but We've spent the majority of our life outside of UK and Europe as a whole.
My family has been lately facing a few issues and complications which i wont be getting much into since it is not that relevant with what i am about to say. So I think some members of my family might be possibly moving to uk soon. And financially speaking, i think there may be some challenges ahead.
My brother will be graduating this year from highschool, and he will be possibly getting his results either around the end of June or at the start of July. However, based on what i know :
- You can't apply to universities after July, so you might have to wait until the year after comes.
- As a British citizen who has been living their life outside of UK. You have to confirm your residency (either by proving that you've spent half of your life there or wait 3 years) so you can get student financial aid.

I'd appreciate if anyone could help me get a better understanding if I'm mistaken about anything or if anyone knows about any service or any advice that can help with the situation regarding my brother.

UCAS Deadlines
If you miss the 31 January 2024 deadline for most other courses, you may still be able to apply after the deadline has passed. Universities and colleges often consider applications received after the 31 January deadline if spaces are available, but you risk missing out on your top choice if it’s popular. Any applications not submitted by 30 June 2024 at 18:00 will automatically be entered into Clearing.

Home Fee Status
UK nationals and their family members living in the EEA or Switzerland on 31 December 2020 are generally eligible for home fee status, tuition fee and maintenance support from Student Finance England for courses starting on or after 1 August 2021 and before 1 January 2028.

Hi.

I don't know if you ever got a good answer to your question, but I'm in a similar boat. My brother and I are British citizens, but we had to move abroad when we were younger. That's now complicated things with Student Finance.

As far as I'm aware, you can apply after July through clearing, which for some universities can be open until October, depending on the level of demand for the course.
