Fictional skills - key skills??

I’m 31 wanting to start doing my HE access course in science but I’m really confused about the key skills functional skills thing.
All I have is level 2 key skills in communication (2004) & level 2 key skills in application of number (2004)
Are these the same as Functional Skills Level 2 and the Certificate in Adult Literacy
