What happens if you get a conditional offer for college and meet the conditions but the course might not go ahead because the course doesn’t have a lot of people applying? Will it still go ahead? And if not, will I be referred to another course in that college or will I just have to apply to another asap

If you are talking about a Cambridge College - this situation won't occur.
If you are talking about an FE College, then yes, they may offer you a similar course, if the course you apply for doesn't get enough interest.
