Yes since males have sperm throughout their life (correct me if I’m wrong) and women only become fertile once they start their menstrual cycle. Therefore if you partake in inter course and don’t use protection or the protection isn’t fully effective then you could fall pregnant if the egg becomes fertilised.

I'm guessing you're wondering about the age range for male fertility. Yes, young teens to great-great-grandfathers can father kids. (Do keep in mind that much older parents, whether male or female, run the risk of having kids with more defects.) And, I would hope the hypothetical 21 year-old isn't trying to make a 13 year-old father her kids. The way you specified her age is suspicious. You could have just said a woman since the emphasis is on the guy's age.
