There is no 'best'. For any subject.

Each course is slightly different, so it depends on what suits you and your interests best, do you want to include study abroad or a placement, where you can afford to live, what your grade expectations are, etc etc.

You will need to go to University Open Days, look around, listen to subject presentations, and make decisions yourself - there are no 'tell me what to do' shortcuts to this process.
