Moving out at 16

My whole family relationship isn't that well and my sister has tried to get me jumped and hurt me multiple times and I've been abused when I was younger by my dad my brother had offered me to move in with him and I want to but I'm only 16 and worried how to tell my parents and what they would do or react like

What about financially, and can’t you move in with like a cousin or a family friend maybe.

Do you want to move in with your brother?
Is your brother allowed to have other people living with him?
Is your brother able to afford to pay for your living expenses if your parent will not?

Some landlords do not allow their tenants to have guests regularly staying with them at their accomodation unless they are also named in the tenancy agreement.
