Can a Dean make exceptions to university policy in extenuating circumstances?

I've been advised by the student advice team that the Dean would be most able to provide exceptions but wanted to check if this is an actual thing or just speculation.

I'd expect a student advice team to have a pretty good understanding of a university's policies/processes/procedures, so if they say that the Dean would be most able to provide exceptions, then I think I'd believe them.

What discretion a Dean has, and any guidance as to how they should exercise that discretion, would be specific to your university.
