Assuming this is for a standalone taught or research masters (and not an integrated undergraduate masters e.g. MSci at UCL for example), the answer is probably realistically "which ever one is giving you the most money". As a masters degree at either will be expensive (both in tuition fees and accommodation costs - NYC and London are both very expensive!), and there is usually limited funding for masters level study.

So if one is giving you a chunk of money to study there as a scholarship or bursary or similar, that may well be the major deciding factor!
