Need help with civil engineering dissertation based solely on secondary data.

I've started my civil engineering dissertation however I've got stuck and my supervisor hasn't been very helpful. They have told me not to conduct any of my own research and to focus on secondary research already out there. By using data taken from the literature, the aim of the present project is to investigate the effect of the manufacturing process on the mechanical behaviour of 3D-printed concrete. I have been looking at optimal concrete mixes.

However, I'm not sure how I can add my own thoughts/opinions on the topic to my dissertation Will it just be a long literature review with a "discussion" chapter? I'm unsure what the structure of my dissertation will be if I don't have any of my own data. I'm unsure how to produce my own research questions. What steps should I take, I'm aiming for a 2:1/First but I feel by not having primary data this will be hard to achieve. Any help will be greatly appreciated.
