For UCL, they don’t consider the extenuating circumstances in terms of offer. I was also in the same situation last year when I missed the offer but they absolutely didn’t care about my extenuating circumstances and cut me off. However, it depends on the course. If a lot of people have missed the offer grade then they might consider you if it was a near miss.
