Student finance

Hello. I need an explanation because I really don't understand anymore. I applied for student finance and a grant for an adult dependent. In 3 or 4 weeks I received a letter from me student finance was approved but I applied for the maximum and only got the minimum why? Furthermore, I did not have written in the letter what grant I applied for and whether I will receive it or not because grants was written as £0. It wasn't explained why I shouldn't get the grant. So I called student finance and they told me that the application for an adult dependent is still being assessed and that my entire student finance account will be updated, so if I understand it, I will get a letter about the application for an adult dependent separately? And the other thing is that people say they approved me for the minimum but that's just for starters so is there a chance that they'll judge me and I'll get more? I had written in the email that Your application has been non income assessed and passed to another team
for review. Does this mean I get more? Thanks
