If you do really good at GCSEs but not so well at A Level Eg I got mostly 9s at GCSEs but then Im predicted A*A*A at a levels, do universities perceive me as lazy? As in, I’m not living up to my potential??

I doubt it, those A level grades are great

Those are incredible grades - pretty much no course will expect more than that (I don't know what you study, but even for STEM subjects I don't think any courses want more than two A*s?). Absolutely no one is going to think you're lazy.
Not sure in what world A*A*A is doing “not so well” at AL, but I’ve worked in admissions for many years and have never perceived an applicant to be lazy.
