UCL Accepting an Offer

Hi everyone, I have been offered a place in the Early Child Development and Clinical Applications MSc at UCL. I want to accept the offer, however I see in their T&Cs for postgrad studies that I can only cancel my acceptance within 14 days of accepting. I am an international student and worry that something could change - what would happen if I cancelled my acceptance after those 14 days, say in a few months time? They don't specifically state the consequences of doing this and haven't shared when I need to be paying any fees etc.
