I was in the same position for History between Exeter and Bristol, as well as Cardiff a couple of months ago. My offers were nearly all the same as well. I just visited each of them a few times, and realised I liked Exeter the most, couldn't exactly pinpoint why, since the content of each course at the three different universities appealed to me, I mostly just went off of vibes.
I think because Exeter and Bristol are fairly similar in terms of ranking, it comes down to personal preference on which city you prefer, and if either of them have any standout features to you. Typing this now, I remember that Exeter heavily advertised their modularity aspect of the course, which isn't something you could implement at Bristol, so this admittedly was also a deciding factor for me. I'm not sure how helpful this will be, I seem to be waffling quite a bit, but best of luck!
