I’m asking what is a HE diploma? and are they acceptable at universities?
I suspect you mean the Access to HE Diploma (or Access to Higher Education Diploma, to give it its full name). Yes, this qualification is accepted at most universities (although not necessarily for each and every course).
Is there are particular course or university you had in mind?

I was thinking about going into a law course however the HE diploma is in law and business

I don't think the fact that your Access to HE Diploma is in Law and Business will be an issue at all.
I suggest you pick a few unis and check the entry requirements for their Law course. For example UCL say here that for their Law LLB course they would need "Pass in Access to HE Diploma, with a minimum of 36 credits at Distinction and 9 credits at Merit, all from Level 3 units."
