Hello, In order to have a clear structure for when you are asked to advise the parties I would strongly recommend looking at each party separately and look at each legal issue under each party separately as a separate IRAC paragraph. I would advise using IRAC (Issue, Rule, Application, Conclusion) but any similar rule can also work.
In terms of the issue statement, you are essentially trying to problematise the question so you can then consider that problem/question and reach an answer. Therefore, perhaps you could try and think of yourself as the party and think about what they would want to know.
