Can I apply to university with just my AS Levels?

I've spent my entire life in the UK but have been away since November and I'm currently doing my AS Levels abroad and intending to go back to the UK after. I have my GCSE's and all but I was wondering whether I can apply to universities without A Levels as I want to go back permanently as soon as possible. I'm 17 turning 18 in a few months. I don't mind doing a foundation year but my priority is making sure I go to a highly ranked university ; ideally in the Russell Group. I've been told that I can apply for a foundation year but will have to pay international fees which I don't mind as long as I qualify for student finance. So in summary ; can I apply to university with just AS Levels? and Do I qualify for student finance? (Also I want to study Law)

If you want the most choice of universities for a competitive course like law then plan to complete your A levels when you return to the uk
if you want to go to a competitive uni, i think it’s the best to finish your A-levels even if it means staying an extra year in school. while foundation year is a good option, remember there is a lot of people applying and you might slim your chances with just AS levels
