Surprising my brother with a dog??!

So,
I’m almost 20 and have about 2.3k atm and this dog is around 1.3 k so I have more than enough at the moment and I have a job so can afford this puppy.
My brothers dream dog is a golden retriever and we already have a cockapoo (she’s almost 2) - my mum said she’d possibly get another dog in the summer which it kind of is now- she loves dogs and im sure she’d be okay with it.
I would like to surprise everyone and of course it’ll be my puppy but it’s a family dog at the same time and to keep our other dog company!
Is this a bad idea?
What exactly is the problem that would make this a bad idea?

speaking from experience - it's a terrible idea. please don't ever surprise people with dogs, even when you think they want one.
Don't give dogs as gifts. Just don't.

I mean it's not a terrible idea, but it's a bad idea. I think a dog is more of a family decision, and part of the process of the excitement of getting a family pet is looking for one. The dogs need to meet each other too so that's something important to consider.

How about you could get lots of dog related gifts to hint there will be a dog (ensure the discussions are happening, some people hate surprises).
But you all do need to go to meet it to make sure the dog will fit your family, especially your brother if this will be his depending on his age.
I think the key part is that everyone needs to be involved in this process.
