Is IGCSE Edexcel English as a second language easier than the CIE one?

imo yes, I have only given edexcel but have seen Past papers of CIE ones, the reading part is almost free the examiners are very lenient with writing and if you thoroughly practice listening you can easily get full marks its just the grade boundaries that are a bit scary especially for a 9 but personally during my session all of my class got 9s and 5 people got distinctions,
