I arrived to the uk at year 11 with only 4 month left to the exams . If I get 5-5 in combined science (foundation) can I still retake it to try get a higher score?

I would imagine you would be able to retake it (it may have to be done privately) but to get a higher grade you would have to do the higher paper

It would have to be done next year, they only allow November resits for Maths and English. Your school might be able to allow you to take the science exams next summer and they'd pay for everything but the likelihood is that you might have to do it privately so this will include you finding a examination centre and registering with them + paying all the fees of course.
