Can i go a fashion school with programming major?

i've always dream of becoming a fashion designer. I'm currently taking programming in igcse. But i really wanna go to a fashion design school in europe i have no idea how it works and i would like to know some advices. Do i need to take art to study fashion?

You kind of threw me off with "programming major". When a student is majoring in programming, it's usually in an undergraduate degree. You don't really major in iGCSEs or iALs.

iGCSEs comprises of a combination of subjects that are set at secondary/high school level. If you are doing 5, something like computer science would only consist of one of the subjects.

I am not certain about universities in Europe, but for UK degrees you don't specifically need any particular subjects at A Level (or in your case International A Levels). See the following as examples:

There might be a few specialist art universities/colleges that would be keen for you to have a qualification comparable in A Levels in something related to art and design, but that's usually within the minority.

As you will quickly find out, a lot of the lists can be subjective and opinionated.

You will typically require at least 1 iGCSEs (Maths), some proficiency in English (preferably through iGCSE English Language), and the equivalent of 3 iALs. You will also need to present a portfolio of work.

If you don't have International A Levels, then you would need to check if you can apply with the equivalent qualifications to iALs. iGCSEs alone won't be sufficient for your application. This applies to any university in Europe.

Do note, I don't know of any country that requires a degree in fashion design in order to get into the fashion industry. Most would look into your portfolio or work experience more than a degree of any sort.
If you do have a degree, it usually doesn't matter what the subject is. I would however check the job profile for the country that you intend to work in to be sure. The following is an example of a job profile for such a career:
