ucas- picking firm and insurance choice

Does it really matter what uni i put as my first and second option? What if later on i decide to go to the uni i put as my second choice. Would that be a problem or could i just decline my firm choice and accept my second choice?
It does matter because your Firm will have the first option to accept you, regardless of whether you meet their offer grades. If they do, then your insurance offer is removed automatically by UCAS.

For that reason, you can’t just choose to go to your insurance. Although you may be able to join them via clearing.
As above - you cannot "change your mind on Results Day".
