My boyfriend says he ran into his ex while we were on a break but didn't tell me anything about it. Mind you this guy swears up and down that she is no good always cheated with his friend got their children taken into state custody. She has done so much negative to him but as soon as he got the chance to sit and talk he did? Am I wrong for feeling upset

Why shouldn't he talk to his ex and why would he need to tell you when you weren't together? And more so if you didn't set specific boundaries for whilst you were apart.
Sort out the current relationship than get upset over things that are out of your control, because, unless it's an absolute deal-breaker, it's not a good sign if you can't support each other through any issues you are having.
