Parent or step parent living abroad

Started completing Student finance application. Got to question has a parent/step parent lived abroad in last 5 years (or maybe 3 can’t remember), if the student applying has lived in UK more than last 3 years and both parents too but a step parent currently lives abroad does this impact them getting tuition fees and minimum or maximum maintenance loan ?
