At what time is the deadline for universities to decide

Hello,
I am currently still waiting for a decision by one university. My UCAS page says universities have until 16th of may to respond, however I am wondering with the date coming this close whether until 16th of may means the decisions have to come out by midnight of the day, or whether there's an 18:00 or earlier time for this as for other aspects of UCAS applications.

If, at this late stage in the on-time cycle, you still haven't heard anything, you need to call the university first thing tomorrow and ask for an update on your application.

I have been in contact with the uni recently and it seems the responses this late are normal for them (it’s uni of Edinburgh) so it does look like they plan to reply before the deadline but I am kinda curious if that will be in two or 3 days the latest. I heard of some people getting decisions today and yesterday.
