How to get a degree if I've been withdrawn

So I've had personal issues that's made my time studying nigh impossible (I'm getting help for my issues now), as a result I've been withdrawn from the university and I've been told I'm not allowed to repeat the year even if I pay and reapply. My main question is, does this mean I'm banned from a higher education? Do I have to changed countries to be able to ever go to university again?
You can apply to other universities, although bear in mind you need to declare your previous study at uni when you apply.

You may be able to apply credit transfer at the OU for your previously completed modules if you aim to complete your degree there.
