My understanding is that you would have to formally leave University in order to apply to Cambrige.

In my opinion such a decision would be madness. You'd be much better off (if you do want to study in the UK) to apply to UK Universities which do not demand their applicants leave the current place of study in order to apply.

Even better than this in my opinion would be to complete your degree in Cairo and then to apply to the UK as a masters or postdoc student. There's often a lot more flexibility in those programs for considering a wider range of backgrounds.

As for your grades; of course it would be better to get a higher GPA and to get more "A+". Is it "necessary"? No, particularly not in subjects directly related to the course you are applying for.

If you want a formal answer to this though I recommend directly emailing Cambridge or one of its colleges and explaining your situation and desire to apply. They will know what the actual policy is for students from Egypt and will tell you what your realistic options are.
It is true that you cannot transfer to Cambridge, but this just means that you would have to start the course from scratch. It is also true that, whilst they won't normally accept students currently enrolled at other UK universities, they recognise that other countries' high school curricula may not suffice for admission to Cambridge due to the different structures or later specialisations, etc, and so they may need to undertake some university-level instruction before they are accepted. I am not familiar enough with the Egyptian system to comment on how likely you are to be accepted with your grades but it may be worth emailing the college's admissions team to ask.

As above, my understanding is their not considering applications from students currently at another university only applies to UK students. International students currently in university whose educational systems end at the equivalent of year 12 in the UK I believe will be considered.

I would strongly recommend you just contact Cambridge (both central admissions and the college(s) you are considering applying to) in order to confirm first though.
