Personal reson CPR

Good evening I need your help to ask some question about CPR year my grandfather died and I had to apply for personal reson because I didn't pass then my father died next year and I also have a lot of health problems a applied for personal reson again and I got it but now I want to change the university because I am very discriminated on health grounds and I didn't receive it any help at all from them and I also have a lot of proof from the doctor I be in hospital 7 days they need put me sleep because I have astham problem can I apply for a third time for personal reson, I only need one year because I would start for the third time from the first year and I wanted change university I really need your help. Can I apply for personal resonation three times if I have proof ?
