Yes, most people don't do N4. Generally in S3 and S4 you will be working towards a N5 qualification.

You won't be doing N4. You may what's called an AVU (added value unit) which is a short N4 project that helps you get N4 in the rare case that you aren't able to do N5. Other than that, you're won't be doing N4, unless your teachers believe that you are at risk of failing N5.
