It's been a few years since I did A-Level Politics, but I remember these precise questions, and my guess would be that you can use whatever information you like to build your points, as long as it's relevant, and contributes to a well-reasoned argument.
For example, you might refer to the parliamentary ping-pong of bills between the House of Commons and the House of Lords in your first question, if you were making the argument that a bicameral chamber slows down legislation, contributing to a democratic deficit which could be improved by the having of a unicameral, New Zealand-style parliament.
