When is it appropriate to write the radical dot?

I ask this because of the following mark scheme on the OCR B salters 2017 paper 1. Why can we not draw the radical dot?!

on the ocr b specification it has an example for radical substitution that does have dots? so maybe it just means to not allow dots only on molecules that don't have unpaired electrons?

I would agree, there have been mistakes on the markschemes multiple times, presumably because so few people take the course but I would be inclined to not denote it as I have not seen any markschemes penalising for that.
