Tuition Loan for topping up to BA

Hi all, I am looking at studying with the Open University. As far as I understand it their BA Degree (360 credits) is "broken down" into a Certificate of Higher Education (1/3 or resp 120 credits) and Diploma of Higher Education (2/3 or 240 credits).
As at present I am not sure if I would be able to do all the study for 6 years (part time) I am looking at applying for the Certificate first, and then Diploma and hopefully the Degree but I am not sure if I would be eligible for a Tuition Loan to cover the top to Diploma and the BA degree?

As a part-time student you have a total of 16 years of funding to claim.
