Statistics Maths AS- Level help

In the last question of this As level statistics section maths past paper: https://www.mathsgenie.co.uk/alevel/as2a2020.pdf , I have done the calculation and I used Binomial PD to calculate the probability of exact 11 calls being successful. the markscheme of the questions ask for me to use Binomial CD and calculate that at least 11 calls are successful. why is this? Isn't the question asking for me to test the probability of Rowan making 11 successful calls out of 35 which is P(X=11), not P(X>=11) which is Rowan making at least 11 successful calls?

its the probability he makes 11 successful calls or more because in a hypothesis test, we want the probability of the given data OR something more extreme, e.g he makes 18 successful calls
