How could this be possible?

What does it mean that the university I applied to accepted me 15 minutes after I was done with the interview needless to say that they gave me a conditional offer. Also, this uni invited me to an interview on the 1st of February whereas every UCAS applicant knows that the application deadline is on the 31st of January and it’s the date of when Unis receive applications. However, another university that I applied to, nevertheless, replied to me two weeks ahead after the interview. Not to mention the fact that the first uni requires higher grades than the one that responded two weeks later.
Does this mean that first uni is desperate for applicants and hadn’t received much perception from many applicants? even though they say that the course is competitive and they only accept a few applicants on the list. I also want to Highlight that the two unis gave me conditional offers since I haven’t fully achieved all the qualifications I need to meet the entry requirements.

I forgot to mention that the first uni is a uni in my local area that’s why I applied to it, and it has a very low ranking in the UK and is considered the 41st out of the 41 unis providing this course in the UK despite the fact that they require 128 UCAS points while that other uni requires 32 UCAS points and their interview was much more difficult and intensive than the first one. I mean for the first Uni, I literally sat down for less than 10 mins, and I was done although the other Uni’s interview had me sit for 3 hours with 15 mins break.
