applying for first provisional liscence

im 18 and have no form of id, i misplaced my NI letter when i was 16, i have a payslip from my employer which contains my NI though. I read that i could send this payslip with my original birth certificate, the only issue is me and my parents dont have that, i order a certified copy of my birth certificated but i have just read the following on the DVLA website, ''You cannot use:
photocopies or laminated certificates
certified copies including those certified by the Post Office document certification service''
it says no certified copies... so how on earth am i going to be able to get a form of id... without having a form of id?
any help would really really be appreciated.

A copy you via the General Register Office -- https://www.gov.uk/order-copy-birth-death-marriage-certificate -- is an original, for this purpose.

What the DVLA website means by "certified copy" in this context is one where an original document has been photocopied and someone has certified the photocopy -- e.g. "I certify that this is an accurate copy of an original document".
