Does he like me if when i ask for advice he says i love how you are coming to me for advice and talks to me regularly. sometimes catches me staring at him vice versa. But doesnt bring up me asking him for advice in person .or me txting him online at all. Plays around alot with me

Bring up topic about relationships with him. Ask him if he's interested in someone. And if he says yes, ask him who it is. If he doesn't tell you then ask him for clues.
If he says no... then you've done what you have to do. If he's interested in you he'll make the move.
