US goalkeeper Tim Howard made a World Cup record 16 saves against Belgium in Brazil in 2014. The US still lost 2-1 in extra time. It doesn't necessarily mean he's in the running as better teams wouldn't tend to result in their goalkeeper having to make so many saves (nor necessarily result in their team losing overall) so equally good or better goalkeepers may never have been as tested.

Most saves in a Premier League match is 14, tied between Tim Krul (Netherlands), playing for Newcastle United against Tottenham Hotspur in 2013. (Final score 1-0 to Newcastle). This was equalled by David de Gea (Spain) playing for Manchester United against Arsenal in 2017 (Final score 3-1 to Manchester United).

Most saves in a Bundesliga match is Yann Sommer (19 saves).

Of course, what's more important than number of saves is how few goals you let in. And the quality of the team/player you made the save against and being consistent, and particularly great when it really counts.

So, all that said, some of the shots above might have had no chance with any competent keeper so it's probably an irrelevant way of assessing it.
