Year 10 mocks results confusing

My son is in year 10 and just had his mock results, and I’m a bit confused.
For chemistry he got 62% but had been graded a 3. Shouldn’t 62% be a 4 ?
Also, they have predicted him a 4:3 for GCSE, the teacher tells me this is not a fail. I thought a 4:3 was a fail ?
An anyone explain please ?

What paper was used? And what grade boundaries do they use in his school?

The grade boundaries are different every year and in PPE tests teachers often use grade boundaries from the class data and not just the previous year's grade boundaries especially if the paper isn't exactly the same
