Extenuating Circumstance

Hi, I am starting to draft my personal statement and also send notes to my teachers for their EPQ. My form tutor said that any extenuating circumstances should be sent to him. I don't have an eating disorder, but I live in food poverty. Does this count as an extenuating circumstance? In terms of how it affects me:
I will soon (finally) see a dietician
My BMI is 15
On one hand I don't eat breakfast or lunch bc I don't want to burden my mother with the cost. On the other hand she very much could afford it if she changed her spending habits, which shouldn't be too hard to force her to. I'm curious as to what extent people see this as a family issue vs an eating disorder.

Not eating because there is no food to eat is not an eating disorder, it's physical neglect. Is anyone aware of your home situation?

I'm going to mention it to my doctor. My mother isn't starving me - she just doesn't realise how much one needs to eat in a day. I think she assumes I eat at school but in reality I only start eating from 4pm onwards.
