Low 2:2 BSc, high Distinction MSc. Will I get into Russell Group uni for another MSc?

So for my BSc, I missed some of the final exams as well as coursework, and ended up getting a grade of 0 for them, dragging down my overall grade (despite getting mostly 60s and 70s on exams) which ended up being a measly 46 (enough to get a 2:2 due to some COVID regulations). I took my MSc more seriously, graduating with an overall grade of 77, but from a pretty bad uni (ARU). In truth, that MSc was almost entirely useless, so I want to take another MSc from a better uni. What are my chances of getting into a solid Russell Group uni? Some of these unis say that consider 2:2 applicants on an individual basis, but my 2:2 was so low that I'm not sure I'll be considered, even with a high Distinction at MSc. What do you think?

It might be worth contacting the universities. As you are now alumni, surely theres some support in your next steps?

They advertise BSc grade requirements only because the vast majority of applicants use undergrad degrees to get in. Already having a Masters puts you on a different path. Your issue is unlikely to be your undergrad grade, unless you did something like Physics undergrad, native language Masters and then want to try a Physics Masters, but assuming you want a second Masters related to the first, then your primary issue will be explaining why you want a second degree at the same level.
This will be very uni specific tbh.

Some will just take the masters as higher level study and superseding the bachelors. Others won’t be happy about the bachelors results and it will disadvantage you.

When a uni says they might accept a 2:2 it’s usually to give leeway to accept candidates with relevant work experience.

Short answer: you need to provide your full profile to any uni you might consider.
