What could be the reasons for a potential Doctoral loan rejection?

Sorry to ask a new question in rapid succession! I was wondering, what could be the reasons for a potential rejection of my application to the doctoral loan? This is just in theory, as I've only just applied and will be waiting up to 4 weeks to hear back.

I don't have a previous PhD, only Mst degree, so in that sense I'm fully eligible. However, I also took out a gov loan for my undergrad and have far from repaid it in full. Could this be a reason for rejection, raising concerns that I won't be able to repay both loans?

I know you've got another thread for a query but we'll use this one going forward so please don't respond to the previous.

Your undergraduate repayments and having a Master's loan won't affect applying for Doctoral.
