Yes, you can call the clearing team even if you have not made an UCAS account. The team will talk you through the process of making an application. If you are offered a place you will have 24 hours to add this clearing choice to your UCAS hub

I would make the UCAS account now. You'll still need a reference for your application and you won't be able to obtain that within 24hrs if you receive a clearing offer.
