Some unis have international foundation years that are specifically for international fee status students.

Others have foundation years mainly targeted at highly achieving students who just did the "wrong" subjects for the course in question (e.g. an engineering foundation course for someone who got As and such, but did e.g. all humanities/social sciences or only one science, or the "wrong" sciences).

Some have their foundation years specifically designed as a widening participation programme for those who meet specific criteria (e.g. eligibility for free school meals, POLAR quintile standing, care experienced, etc).
•
Finally some just use them as a way to accept students who may not have performed as well in their exams but who may succeed on the course, but that they feel need an additional year to ensure they are "up to scratch".
