I am doing a industrial placement for a year in Manchester and will be living there do I need to pay council tax

if you can get a letter from your university confirming you're a current student then no, you'll have sufficient evidence to apply for the council tax exemption
fyi you can just google this kind of stuff. students on placements are still students (and therefore still exempt)
