Student Finance - Adult Dependants' Grant

I am applying for the sfe Adult Dependants' Grant, for my father he receives benefit and no taxable income. would I be able to apply even though I don't support him finically but as he receives benefits such as housing benefit, child benefit, income support, cares allowance for my younger sister and council tax credit.
