Do universities count first degree qualifications as entry points for second degrees

I am wanting to apply for a second degree (a topic which falls under the exception category) which only enables me to study on a part time basis. However, do the universities consider your first degree qualification as an entry (if so, does this have to have relevance to the topic of the new degree)? As I do not have any full A levels and unfortunately I do not have a sufficient amount of tariff points to be accepted onto the course I’d like.

The course I’m doing didn’t require any A levels…which now having looked around, seems strange
